Thus, Forge is a good character to use for 'rushing,' which involves building a large but low tech army and overwhelming your enemy early. Finally, the UNSC Leaders also have a tool at their disposal called a Disruption Bomb, which disrupts Leader Powers for a period of time - this is your greatest weapon against Covenant Leaders, who attack in person and can seem unstoppable. They can also, more importantly, heal groups of stationary units. All UNSC Leaders can call in Pelican Transports to move small groups across a map for surprise attacks.

Each Leader has not only a devastating attack, but also a passive power and unique unit types that makes each suited for different strategies. Unlike the Covenant Leaders, the UNSC Leaders are passive observers - albeit with an orbiting battleship that can deliver the pain.
